I think I have found the problem with the lack of error message when we have more then 1 or no General. It stems from the coding in the Genericstuff file for the General rule. This code references a tag "HelperGlob.noGeneral". Removing this portion of the code fixes the problem, but it's good practice. The better way to fix the problem would be to find the code that make High Elves with this global helper tag, but thus far I have been unable to locate it.
Unfortunately my coding skills are pretty rudementary, I'm hoping a more skilled coder is able to find the offending tag, and remove it.
