Not sure what Maximus was talking about with bootstraps, but maybe someday I will dig into that if HL doesn't...

Ranged Touch Attack?
I am a bit confused. What should Ranged Touch Attack be based on? HL seems to base it on my STR mod, but everyone at my table and 3 GMs have told me it's based on DEX mod... In HL, I have a +3 Dex...
