Create Human NPC?

Can one create a Human (or any other mainstream race) NPC using the NPC rules? It appears that I can only pick one of the 260 minor race types. So, for instance, it appears I have to create a merchant NPC (minor character, definitely not a Hero) as a Hero PC cuz that's the only way that I can create a Human merchant. That seems like a lot of work for an inkeeper in my story.

Which system is this for?

In PF2, NPCs are created differently.

Yes, Mathias, it was Starfinder. And yes, that is very helpful. It wasn't intuitive (the customize race thing throws me). Thanks a bunch!
