Transferring license to a new Mac - "Usage - Bad Parameter"

Hoping someone has an inkling of what's happening.

I'm trying to transfer my existing license from my old Mac to my new Mac.
I haven't used this license in a couple of years, so it shouldn't be locked for transfer.

But when I put in all the details in the new Mac (the license number, email address, device name) and click Next, I get a "Usage - Bad parameter" error.
I get no other indication of what's wrong.

Has anyone else experienced this before?
 
Send an email to support - they should be able to work out what's gone wrong and get things working.
 
Hmm, I've sent them an email. All they've responded with is "reinstall" Hero Lab.
I've done that, but it doesn't work. I've emailed them again. But no response.
 
I am having the same issue ever since I did a fresh install of macOS Tahoe. I am using the same laptop, just a new operating system. I have emailed support and they did get back to me. They told me:

This is a bad parameter error that indicates generally that the software is unable to communicate with the server. This can occur in one of a few different known things occur, the most likely one being that the software is not being permitted to by the operating system to do what it needs to as it is not on whatever local permission whitelist that exists for the computer. The only other currently known cause is extremely rare but relates to there being some actual hardware malfunction with the local storage where the keyfile that the software uses to authorize unlocking materials.

Please check your whitelist settings to enable Hero Lab and give this another try, let me know what you find. The URL below includes some advice for how to tweak your security settings and check if Hero Lab is marked as a trusted App.

I replied back that the app is trusted and that I turned off my firewall and the issue persists. I am waiting to hear back from them.
