    Bug, I think Armor Check Penalty and Dex bonus and Armor issue

    Hi all Skill in Balance at 2. I am a rogue, Dex at 17 (+3) i don the Studded Leather Armor (-1 to Armor Check Penalty) and would expect my skill now in Balance to be (2+3-1) = +4, but it is still only +2.
