    How to create high level NPC

    Hello, I am trying to re-create an NPC from Cult of Cinders, a Creature 8 human NPC. When I select Custom NPC from the list, it only lets me go up to level 3. Is there something I am missing? How can I re-create this character in herolab? I'm trying to create Gerhard Pendergrast FYI.
