Is it possible to leverage the authoring kit with a pre-built data package? I'd like to take the Fate Core package and adapt it to Dresden Files, which would involve adding supernatural powers and templates. Those things, I think, could use maybe an extra tab or two, and some scripting.
 
No, the structural elements of the purchased game systems are not accessible to users.

Fate Core should be rather flexible, though, even without the authoring kit.
