I'm getting this error when trying to upload a AB2 data file.

The old AB2 updates mechanism uses a lot of very archaic stuff. When we switched to the new server due to the previous one taking a dive, I barely remembered all of those ancient incantations. To make things more fun, the switch to all the new security under Windows Server 2003 actually breaks quite a few of the old things that worked under Server 2000 - actually, things will still work, except that you have to do them in a completely different way. Which means figuring out what the new way happens to be. :-( You managed to hit one of those issues. With some digging, I discovered what I think should finally be the solution. I did some tests that seem to work, but I'm inside the subnet, so I'm not sure if I'm getting the exact same behavior as someone outside the subnet (i.e. you).
