One of the alternate rules in the CoC book mentions assigning '1000' points for everything.

Is it possible to have a combined point pool to cover both stats, Interest and Occupational skills?

Could you then rig up some other bonus to the occupation skills? For example, doubling the base modifier of every occupational skill?

On the resource tab in the editor, try making copies of "Interest Skill Points" and "Occupation Skill Points" - you'll find that within their Eval Scripts is where they calculate that they offer INT * 10 or EDU * 20 points.

By creating replacements for those resources, you could create a character who had 0 occupation skill points and 1000 interest points.

Could you point me to this? I tried to allow the alternate character creation methods mentioned in the main book, but I hadn't seen this one.

The 1000 pt section is on page 141 of the 'Keeper's Toolkit'. (This is in my copy of CoC 6th edition, the blue paperback.) This section lists more variations to the basic rules. In the 'EDU and INT' multiplier section, it also says 'Another scheme is to allot 1000 points per investigator, without restrictions'.
