Actually, thats not how it works. But regardless, the points in the WoC armybook override the BRB, so if it says 15 there, 15 it is!

The army books override what the core rules or BRB (Big Rule Book) state. So in the case of the "generic" magic items the points cost is based on what the relevant army book says and not what is in the BRB.

So for Skaven the cost is 10 points.

Sorry - just checked the army book - didn't realise there was an enchanted shield there as well. Oh well - generally clueless.
