I have been a bit put off by this for quite some time, and I've just been dealing with it. But it's just a pain to have to keep coming up with first section topics when really all I want is a short descriptive bit of text before getting into the sections themselves. Since these are set up similar to a wiki, I would like the ability to have the same functionality thereof. A simple text box for just general information before hitting all the sections and snippets.

I did very much the same thing; most of my topics really only require that summary, and titled tags work better as part of a larger section than in their own sub-section anyway. My advice would be that this structure should be standard for the official versions of categories.
