Multiple Ghast Entries

Why are there two different Ghast entries? I'm creating an NPC, select race, search "ghast" and there are 2 listed. Both are from "Bestiary" and each have their own bonuses. What is the difference (if this was intentional) or should I submit this as a bug to LW?

It looks like one of those is from the community pack, (specifically the STR +7), the other is the official creature stat block.
