I was trying to follow the rules about not posting about data file updates here, but there does not appear to be a Flames of War section in the Army Builder Section. It has been over a year since the last update. I am not sure why I keep paying for new licenses every year to this product that I love, when the data files are almost always 6 months to a year or more out of date. Is there any plan to update them more regularly?

Your best bet is to contact the data file author for those files. You can find that info by simply looking under the help tab in AB once you have chosen your game. I think the name is Contact Data File Author.
On a side note: Remember that all of the data files have to be done by volunteers on their own time for free because of copy right and ip infringement. When you buy AB all you get is a sandbox program where we, the fans, can create our own files with the creator program we get with AB. I'm working on a set at the moment, have completed generic German rules, working through german Cobra book, planning to get German africa after that then move on to British forces
