Maybe I'm getting the rules wrong here, but I think Wizards can still add spellsfrom scrolls they acquire, but if I try to add anything beyond a free advancement spell, I get an error. Is that simply not allowed in 2nd edition or am I doing it wrong?

A Wizard can Learn a Spell from a scroll or found spellbook, but the cost is not free (note that it does not say that learning a spell from a scroll consumes the scroll).

On the spellbook page, there's two tables where you can add spells - one's header is "Spellbook" and the other is "Spellbook Advancement Spells". In the "Spellbook" table, make sure you set the Wizard class first in the drop-down before adding the spells, and then that table is where you buy spells for it - the default price it charges for spells in that table is from table 4-3 on pg 238.
