Encumbrance Penalty

How to add a penalty to a hero wearing an item that reduces the weight (encumbrance) he can carry by -10%, but does not affect anything else.

Searching this forum for "Carrying Capacity" - I get this thread:

That one's asking how to increase carrying capacity by x1.5, so for yours, to reduce carrying capacity by 10%, you'll multiply by 0.9
