Dex Bonus not being added to AC.

When I add armor either one I have had to create (Magical) or one that's listed within the rules it is not adding the Dex bonus.

Can anyone advise what to do or what is wrong.

Edit: I have restarted Hero Lab as well.

Are you overencumbered? That also limits your max dex bonus to AC, just like armor does.

What kind of custom armor are you adding? Is it made of a special material or have certain powers?

And is it only with this one setup that you are having trouble, or is it with all armor in general? Maybe a screenshot example would help.
