I was recently looking at trying to make a quick and dirty Old World of Darkness system for HeroLab. After looking at it for a while--am I right in thinking that if I don't have the Authoring Kit purchased, I can't do this?

Yes, the authoring kit is what's used to create new game systems for use in Hero Lab.
