Bulk Modification of Partial Cyberskull

Does Partial Cyberskull (CF88) count as a "half-skull" per Bulk Modification (CF86)? I assumed that it did, but HL doesn't list it is an available option.

I'd really appreciate it if everyone could please report bugs through the links in the bug reports thread that's stickied at the top of this section, instead of threads here. It makes the issues much easier to track to have them all in one place.
