M&M 3rd ed. Converting Built Powers into Selectable Powers

Let's say I build a Power, such as the examples in the Hero's Handbook (like Snare, Mind Control, etc.), and I want to make it a choosable power in the Add New Powers list. Can I do that, and if so, how?

You should be able to do it via the Editor. Copy one of the extant examples that's similar and then go from there, assigning it a new ID and name. There are some limitations, but it's fairly versatile.
