Feats not working

Implement Focus Wand and Wand Expertise are not adding bonuses to character at level 11 these feats should add a +2 to damage and attack.
I wish there was a way to add a bonus from the personal menu to items like you can for weapons and it would be nice if the bonuses could be added to damage and attack separately.

That fixed the issue
