Strange validation messages

Sigh... I some how rolled back one of the files just before release removing the fix to some of the DR validation issues.

I had a PFS test character with ZERO validation and now if I install 1.13 fresh I do see these same validation issues again.

I will try and roll something out tomorrow.... Sorry!
