Problems with Active Hardwires

Ok, so I was trying to give my character Active Hardwires, and then choose the Programs>Activesoft>Exotic Ranged Weapons skill. But I am not finding a way to state what weapons this would apply to (in this case Lasers) so that it will be reflected in the states listed for the weapon in the weapon section. Please advise. I may just be missing something.
