Do I need the d20 SRD data for templates?

I can't seem to access them.

The page for the pathfinder data has this to say:

•Create Half-Dragons, Half-Fiends, Celestials, Lichs, Vampires and more with templates included from the d20 SRD.

Is this an extra purchase? or is the functionality hidden in the PFRPG data?

It's part of the Bestiary, which is coming in the next few weeks. In the meantime, you can enable the SRD Templates option in the configure hero's settings section - that'll give you the SRD versions of those templates, but they won't be fully functional.
