Relic - Linguistic Nexus

I have a character who has a relic item with the Linguistic Nexus gift. When equipped it correctly states that the character has, "Linguistic Nexus: Resource Underspent: 0 of 3". Unfortunately I can't figure out how to actually spend those resources.

Adding new languages in Background -> Languages shows as an overspent resource and don't count toward the Linguistic Nexus resource. I can't figure out where else to possibly add the languages for Linguistic Nexus.

Am I missing something obvious, or is this a bug that I should report?

I can't find it either, for what it's worth. I'd report it as a bug.
