Heightened spells

How the heck do I memorize a heightened spell. It is a spell that is memorized into a higher spell slot, and I can't see how the heck you do that.

Also, I ASSUME you can have a heightened spell wand. I can't see how to do that either.

This is basic functionality that seems to be missing or Did I miss something?
