Rob from Lone Wolf has been posting to the Paizo forums, and touched on this. Gamemasters Guide was in progress when they got the APG, and they decided to switch gears to try and get APG done in time for GenCon. They may not be done by then, but they will likely release what they have done at that point and update when its finished. Gamemaster Guide will be released shortly after that.

Sensible too. APG should be the higher priority (but of course we want the GMG too).

Here's the Reader's Digest version of what I posted on the Paizo forums....

Our #1 priority for Pathfinder is the APG. Once that's done, we switch back to finishing up the GMG. Once that's done, we get rolling on all the Chronicles and Companion stuff. We're also looking at ways to get underway on the Chronicles and Companion stuff in parallel with the APG/GMG stuff. We should have a better handle on how it will all work in a few weeks.

There are already a number of user data sets.

Plus I'm currently auditing and adding to many of the public sets (I just added all non weapon/armor items from Adventurer Armory and set to SC)

So using the community sets (provided they agree) should make for very little work.
