Has anyone done a Forgotten Realms USER file, before I go to the trouble? I need it for an upcoming campaign. Sure, I can do it on the fly, but it would be much nicer if it were all in place beforehand.

Big order you are asking for there partner. Lots has been done for FR check out the Community file at http://forums.wolflair.com/showthread.php?t=11584 it has lots of FR stuff in it

*sigh* I know it's a tall order, but I thought that if someone had a head start, it would let me kickstart it to life. I've seen the FR conversion of Pathfinder, but I got nothing but errors when I loaded it AND I want to use 3.5 rules anyway. I'd do it myself, but I can't seem to get the system to recognize my efforts. They aren't coming up as an option in the Configuration menu.

There has been quite a bit done for FR in the d20 community set. If you are getting an error, you can right-click on it, then copy and paste it to this thread. Then we can help debug it. My first guess is that you have created something in your own set of user files that uses the same thingid as something in the community set. Another possibility is that you were using an old version of the community set which would result in number of errors if you haven't updated it in a long time. Either way, any errors compiling the user data would result in none of the user data getting used.
