Cannot confirm, as I am not near my laptop, but there are reports that increasing the rank of an effect is also increasing the area of the Burst Extra.

This looks like a false alarm. If you look at adding this to Blast, for example, there are two sets of adjustment arrows for Area (Burst). The one on the left is how many times Area (Burst) has been applied to the power. The one on the right is how many ranks of the base power this has been applied to. Area can be applied to a power more than once, and increases the distance rank of the area by 1 each time.

Attached are two pictures. The first one shows Area (Burst) applied once, the second shows it applied twice.
