I am not seeing any way to change the character's size. Can this be done with modified values?

Well, there is Permanent Growth and Shrinking.

I am talking about the character's base size. It is stuck at medium. Even if I change the height, it is stuck at medium. I was playing with the software while putting together a character and found no way to change that. I tried making the character just over 8 feet tall. No change. I tried even taller. No change.

The types of characters I am trying to make with such changes are brawlers (Hulk-esque) or large battlesuits but the software is stuck at Medium size as a base size.

It's a game convention. Everyone is assumed to be medium-sized unless growth or shrinking (permanent (+ innate)) are applied.

If you look at the creature archetypes in the Core book, they are set up that way for animals considered bigger or smaller than a human.

You have to spend power points to alter your size, even if it's your base size.

Yes. There's no way to change your size without taking the Growth or Shrinking powers. To make them your creature's "default" size, just add the Permanent and Innate modifiers, meaning they're always active and can't be nullified.
