Attacking Touch instead of Melee

Not sure if this is the right place to post this or not so I will start here.

I am DMing the Age of Worms campaign. My characters will encounter Darl Quethos in the next setting.

I have him created with a few changes simply because this is PF and not 3.5. I have created some things in the editor such as a weapon that mimic's the effects of the wind duke's weapons and I have also created a skill for concentration (not sure why this was left out.)

What I need help is the fact that Darl has the Hand of Vecna. It does

Hand of Vecna +5 touch (1d10 cold plus
possible ability score drain) or
Hand of Vecna +13/+8/+3 touch (1d10 cold
plus possible ability score drain)

The problem I am running into is that I cannot make this attack touch as opposed to melee.

Now I know you can just leave this and put this is versus touch in the description, but I would like it changed so that it shows

Hand of Vecna
Touch: +13/+8/+3

Instead of

Hand of Vecna
Melee: +13/+8/+3
