A little bug/leftover: Nullyifing field

The Nullifying field modifier for the Nullify power is essentialy the combination of the Burst area extra and the Range [touch] flaw. As such it should be modified by the Progression [area] Power Feats, the current construction doesn't implement this option. I think that this should corrected.
