Weapon proficiency and powers

Hello: noob, so be gentle.

I have tried a search for this, but could not find an answer.

I have a 4e Drow Hexblade Warlock, Happy Angel. I'm subscribed to DnD Insider. I have re-created her on HeroLab but I've got a couple of issues:

1. DnDI allows for Class Features to be substituted for other powers: specifically she does not have the Lesser Planar Ally but has substituted an optional power from her Theme. Is there a way to amend or substitute Class Features? I suppose I could create a new Class Feature in the Editor that is identical to the Theme utility power, but, well, I've had a quick look and it looks above my intelligence grade...

2. This is more of a problem: Hexblades have a special weapon and powers that work with that special weapon. It is a +3 proficiency 1d10 damage 'Blade of Winter's Mourning' in Happy Angel's case that uses the enhancement bonus from a wielded implement. When I create a character sheet it appears that the proficiency bonus is not included in the calculation of the bonus to hit. Am I doing something wrong? Can I tweak something? It appears that the proficiency bonus is being added for her melee basic attack (although she should also get the +1 bonus for her magic rod as the Blade shares the bonus of any implement), but not when it prints (for example) the Icy Skewer power (it shows the Blade on the printout but not with the right bonus), even though it is a weapon power, which should share the weapon proficiency bonus.
