Protection removed but still can't make changes

Ok so I have been trying to get my content ready for export. Which aperently requires me to change game system since it was in the Legends Game System by default whatever that is. So I changed it to other. Ever since I have had nothing but issues. Like redoing my content because it changed all my categories I had set to custom ones. So I started with getting rid of my duplicate snippet. It would be immensely helpful if there was a way to filter all instances of a topic you are trying to delete for easy removal. Since I don't have that option I had to go through each topic I had made and delete all instances of so I could delete it. I did that and still couldn't delete it. I tried forever thinking I had just missed one or something. Then I noticed something I couldn't make other changes like adding a snippet. All Topic categories were acting like they had protection on still. I checked this and it says that protection was removed yet I still can't make changes. A said "Topic Categories" Specifically because Article Categories seems to work just fine. Whats wrong, Plz Help?
