I'm trying to create a favored class option for all characters that uses the hobgoblin rouge/dwarf oracle reduce weapon non proficiency penalty. Ive changed the race and class selection to none and selected all characters check box. This worked for a +1 bonus to speed and +1/6th bonus feat. I'm not sure what I've done wrong.

Is the favored class bonus pick bootstrapped to all heroes? You'd probably need to add a mechanic to bootstrap it.

I think so, the check box for "all chacractes?" is selected and that allowed for the option in the favored class drop down. The problem is that the weapon drop down list doesn't show up. The option populates for all characters it just doesn't show the list to select a weapon.

For something to show in that table which has the selector, it must match at least 1 class and 1 race, or a component script hides it. Since neither of the "all characters" FCBs need a selection, there has been no issue with them being hidden here. I think you'll need to special case this particular FCB to unhide itself. Add this eval script to your FCB

I tested a bit and modified the posted code above. Seems to work for me, if I have understood and mimiced your intention.
