Adding "feats" at will?

I'm looking to add some custom "feats" to a character - but it is not level based (it's technically based on your ability score in an ability).

Is there a way to do this? I figured setting them up as feats would be the easiest way to add them, question is only how to add them to the character manually.

Nevermind - "Permanent adjustments" under "Personal".
