I have a Human Cleric with a 5 INT, which gives me a -3 modifier.
For Skill points the rule is add INT mod to 2 and multiply by 4. this would result in a - number. I think Hero lab makes it a 0. I then get 4 points for being human. Hero lab gives me a total of 4 skill points at 1str level and only gives me one on each level up. On Page 62 in the PHB, in the ACQUIRING SKILLS AT 1ST LEVEL section it states that even if I have a - modifier I get a minium of 1 X 4 = 4 skill pionts. & as a human I get an additional 4 points. Therefore at 1st level I should recieve 8 Skill points, and 2 at each level up. It hasn't been a real bif problem as Hero Lab allows me to take the skill points, it just gives me the "Red Error" Thanks, Walt |

I can't find a specific rule for or against it, but I (and apparently HL) thought that all addition came before multiplication in D&D. Therefore, a human cleric gets 3 skill points/level, x4 at first level. In your case, you get 2+1-3 = 0 skill points per level, minimum 1, and therefore 4 at 1st level.

Interestingly, the PHB specifically says that a human gets 4 extra skill points at first level. Not an extra 1 per level, multiplied by 4 at level 1 - just 4 extra skill points, and then 1 extra at each additional level. I can easily interpret that as meaning "added after intelligence penalties are applied". Does anyone know of an actual ruling on this?
