i have a +1 weapon (then made it +2 to test) and my strength modifier (+2) did not increase to +3 with a +1 weapon (neither +2 weapon to test)?

I don't understand, Potency Runes don't affect Strength modifiers.

oh wait, i realized damage bonus is the increase in 1 die per +1, so it has nothing to do with str mod.

does it give bonus to attk roll, or just damage extra die?

The Potency Rune gives an Item Bonus to Attack, but since the Weapon Quality also gives an Item Bonus to Attack only the higher of the two will count. For example, an Expert Quality weapon gives a +1 Item Bonus to Attack, so adding a +1 Potency Rune will only add damage, but upgrading to a +2 Potency Rune will add both Attack and damage.
