Making a Power anyone can use regardless of race/class?

I'm trying to enter Wild Talents from Dark Sun. There are Psionic powers that are available to any character regardless of class, race, build, etc. Is there a way to do this?

When I edit the power and select "Class" it will show up, but only in that class. I want it to show in the Power pick list for any character with no restrictions. Is there a way to do this or am I stuck until Themes are brought into HL from Dark Sun?

Are the Wild Talents all connected to a theme? Or are they "any character may take a wild talent from this list"?

They are more like the background options, but for darksun aka everyone gets one (roll a d10 and pick it from the list) and with a feat you can have the 1 + 3 other ones for a total of 4.(the 3 you can pick so not random)

there are 10 different ones to pick from.
