Individual characters, how do I put them in my roster?

I've searched everywhere, multiple forums, every option available in AB and cannot figure out how to get individual characters (Huron, Lucious,etc..) in my roster. The only thing i was able to find was someone stating just check off Special Characters in the roster options, problem is I don't have that option. Any help is appreciated.

On the form where you select the points cost of your roster, press the clipboard icon. Go to the "Roster Options" rule context, and select "Special Characters".
