SR 5th ed. Two problems I am having adding gear

OK, in our game we have added some custom gear and item qualities. Problems I am having are:

1) Added custom medieval style helmet the reduces your Perception when worn. I have looked at various gear that modifies perception and cannot find where it does so (TACNet, Infiltrator BTL, etc). I have tried several variations and am hitting a wall.

2) I have added weapon qualities for a special Alt.Setting and I am trying to figure out how to have only 1 quality being ably to be chosen. I know for some things when you pick an option, the other possible options grey out/un-highlight. Is this possible to do in the editor?
