Why is it that I can make a Standard or Free Action a Reaction, but not a Move Action into a Reaction?

So that munchkins can't try things like Reaction Teleport as cheap Full Immunity.

Sure they can....full teleport is a Standard Action, so they could apply it to that, and reaction port. Just wondering b/c it was possible in 2nd ed, put it on my shapeshifter, and when I went to convert it to 3rd ed, the option was no longer there.

Variable describes taking the Action down from Standard to Move, Free, or Reaction, and Shapechange is based on Variable, so even though the general Modifiers section leaves a gap in the description, I'd say you are covered.

Problem is, the reaction modifier is a 1 or 3 pointer now, when for my use it would be a two pointer move-free-reaction.....not like the action.....action-move-free-reaction (3), or free....free-reaction (1), so I'd just have to do a custom one I guess
