In the Encounter Builder, I've imported the Razor Coast file. I see some Razor Coast content but in the "Available Characters" pane each one has the name and under it instead of basic info, the string (update stock portfolio to see details). What does this mean and how do I do it?

They must have been created before the advent of the encounter builder. Try opening the .stock portfolio, changing something and then changing it back to dirty the portfolio (for example, add a skill rank and then remove it), and resave the .stock file.
