Bouda's Eye Not Available for Selection with Corset of Dire Witchcraft

The Corset of Dire Witchcraft is not allowing me to select the Bouda's Eye hex.

Is this hex not eligible or am I missing something? I know I can add an adjustment to fix the DC, but I want to be sure I am not missing something. I have searched the forum, but haven't found anything on this yet.
