Enchanting Weapons and Armor

I wish to make a weapon enchanted to +1. How do I accomplish this in HLO?

After adding the weapon, select it, then select Runes. From there you can buy or add a +1 Potency Rune.

I do not see any selection for runes

When I click on a weapon it brings up a panel with multiple subsections: Description, Manage Gear, Special Materials, Runes, Talismans, Traits, Weapon Group, Notes. Is that not what you get?
