Astral Claws etc

Would it be possible to add extra chapter such as Astral Claws, Minators, salamanders etc from IA 9?

There are no dedicated lists for those chapters, you just need to use the Space Marine list and enable Imperial Armour which will give you access to the special characters for each of the IA9 chapters. Only the Red Scorpions have their own list because they have changes to the units, the other chapters have no rules of their own.

Also, if you want the Tyrant's Legion list instead of Astral Claws, you need to go to the same place and enable the Tyrant's Legion sub-list and the Non-Codex Materials option.
