Race creation

How would one create the Shifter race (from eberron) in HL for use with Savage Worlds?

The shifting choices seem to make it...extremely difficult.

The sifting forms could be made as Racial Edges and you could make them an activated abilities like Berserk.

Yes using Factions/Groups. Look at the Werewolf in the Gaslight file.
