I want to run a Warcraft RPG using a conversion of the world that was put online at: http://vagabond.sasktelwebsite.net/i...s/page0011.htm called Savage Warcraft. This conversion contains contains the custom races of Warcraft like Night Elves, Gnomes, etc. and their inherent racial bonuses. It also includes custom edges and hindrances.

I'd really like to be able to use my Hero Lab SW ruleset with this project but in order to do si I'd need to learn how to get Hero Lab to accept some custom racial packages with things like bonuses to certain things, new edges and hindrances as well.

Is Hero Lab capable of this and if so, how can I do this please?

The answer to your question is yes, but there is some work involved. To add things to the SW data set, you need to use HL's editor program. Check the documentation to get started. Also, you may find the Authoring Kit wiki useful. It's here: http://hlkitwiki.wolflair.com/index.php5/Main_Page
