Where are the NPC Codex files?

I believe I am suppose to go to *Portfolio* and then *Import Stock Hero* but I do not have that option under my Portfolio tab, only an *Import Hero from Portfolio* option...what am I missing?

Those instructions are no longer the way to use these. In the gamemaster menu, choose "Show Encounter Builder".
