Is it possible for a private party, say me to host a website to host downloads of data sets of existing game s as well as home brew and non licensed games? I see people talking about making all these add-ons to various games and would like to be able to get them as well as let people get what i have done.

Before i start making a site to this i figured i would ask if it was even possible without getting into trouble.

I'd guess that would be between you and the owners of the games, not Lone Wolf. It seems to me that usually, you have to license the use of "Game intellectual property" which almost every data set is sure to contain. Lone Wolf does not own that content.

I'd set up a Google or Yahoo group to host files on; that way it's fan based and Lone Wolf isn't really liable in case something goes down. I'd also recommend that with this group, it wouldn't hurt to contact the IP owners of the game. Some of them might be quite happy for a good character generator product which may drive sales of the core RPG books. I'd also suggest writing files that require a copy of the book on hand.

All good points. You could definitely setup a site to host downloads. The one requirement would be that, if a publisher asks you to stop distributing data files for their game, you'll need to comply. Every game publisher has final say over what is done with their game content. As we've discovered with our Army Builder and Card Vault products, many publishers view quality data files as a boon to their game. There are also some that are indifferent, and a select few are resistent to the idea. For the few that take exception, their wishes need to be honored. Beyond that, go for it!

I can offer my site as a central point for the files. I operate www.cheeseweasel.net. I am creating a bunch of .dat files for my own gaming and would like to try and get more folks involved in getting the entire game system in HL.

Wizards in touchy though, I have had dealings with them before, but if no one is selling the information I don't think there is anything legal they could do about it, but I'm not a lawyer. Also 3.5 isn't supported by Wizards anymore, and is essentially a dead product for them, they might not care what hapens to it now.
