The Ork Codex (if I understand it correctly) limits the number of troops to 20, and only one unit, with the exception of independent characters.

But you can cram as many units and troops as you want (see attached file).
Is this something that can be corrected in a future update?

The function you are hoping for(by looking at your pic) does not exist. The rules for transport capacity are something that you have to deal during the game as the squad transported could change multiple times during a single game. The only thing that we deal with is the dedicated transports and their restrictions (in the army list if there are any).

Even then, it's not illegal to take a transport if the unit is too big, they just can't go in it.

If you can keep your head while all about you are loosing their's, then you have probably completely misunderstood the situation.

WFB Armies: High Elves (4,500), Orcs & Goblins (6,000) and Daemons of Chaos (6,000)
40K Armies: Ultramarines (6,500), Blood Angels (7,000), Dark Angels (4,000), Imperial Guard (3,500), Orks (4,500), Tyranids (4,000), Dark Eldar (2,500) and Tau Empire (2,500)

To stay on topic for one second,the Battlewagon in question is taken as its own entity. The unit that you choose to put in there(either during deployment or in game) must be no larger than its transport capacity(12 or 20, depending on your wargear).

You are mistaken, it is certainly illegal for some, for instance, look a page 100 of the Orks codex under transport in the Ork Boyz Mob, that is a very clear unit size limitation to when you can and can't have a Trukk.

There are many codexes that restrict dedicated transports based on the squad size(ie Black Templars, Orks, Eldar, Dark Eldar, Tau Empire, and old Witch Hunters). Then there is the other flip of the coin, whereas the codexes that unit size doesn't matter(Blood Angels, Chaos Space Marines, Dark Angels, Grey Knights, Imperial Guard, Space Marines, and Space Wolves).
